On 25 March 2024 the Douglas building official issued a memorandum addressed to roofing companies, insurance companies and homeowners, setting out the minimum requirements for re-roofing a one- or two-family house in this city. Item five prohibits installing a new covering over an existing one. All old roofing, including multiple layers, comes off down to the sheathing, and used materials may not be installed at all. Item six requires an ice barrier under Douglas Municipal Code section 15.14.240.
